Formez in the People’s Republic of China: The Annual Mission led by President Flamment
11/05/2007 - In mid-May, the annual mission of Formez to the People’s Republic of China took place. The road map planned by the Central School of the Communist Party of Beijing – as stated in the Memorandum of Understanding signed with Formez in 2004 – was successfully carried out in Beijing and Shanghai.
The Italian delegation was led by Mr Carlo Flamment, President of Formez, who was in China for the first time together with Mr Antonio Triglia, Head of Territorial Protection and Safety of Formez, and Mr Giulio Artegiani, Head of International Relations of Formez.
The study visit commenced in Beijing on May 5th where the Formez delegation was welcomed at the Central Party School by Mr Chen Guo Ji, Director General of the School who outlined the official timetable for the mission.
In the following days, after the meeting with Mr Sun Qingju, Vice-President of the School, a meeting for cultural exchange and sharing of technical information took place. On this occasion, the focus was the knowledge route being undertaken by the two institutes. At the summit, Formez outlined in detail the project “Hazardous Industrial Risk Management & Information System” which was already developed in Romania by Formez and which raised particular interest from the Chinese counterpart during their study visit to Italy last month.
The People’s Republic of China as reported by the most important national newspapers in English, is aware of the huge environmental damage caused by an industrial policy which so far has not curbed the establishment of industrial plants which discharge polluting substances, from heavy metals to all sort of poisons.
Furthermore, President Flamment outlined the fundamental guide-lines of the reform of the PA training system undertaken by Minister Nicolais and also introduced the establishment of a new agency as well as the world of the training systems at international level.
The second stage of this visit took place at the School of the Communist Party of Shanghai where Formez was welcomed by Mr Lu Gui, Executive Vice-President, who visited Italy on April 27th together with a delegation composed of the School top management. The meeting focussed on the possibility of establishing a collaboration between the two institutes regarding common themes, e.g. Civil Protection and Environment, Sustainable and Eco-compatible Development as well as a System of Assistance to the citizen. These topics had already been discussed with other Chinese delegation who visited Formez and in whom the counterpart is very interested.
On May 11th, President Flamment left China to return to Italy with the hope to see the Vice-President Sun Qingju again in Rome in order to define the details of the collaboration project.
