2. CONTRACT OBJECTIVES & EXPECTED RESULTS
Provision of services as Assistant to the Resident Twinning Advisor (the RTA) under the Twinning Covenant PL/06/IB/FI/02 “Local Government Budget Management System” and direct assistance in achieving the objectives of this project financed by the Phare programme.

4. SCOPE OF THE WORK
4.1. General
¨ Assistance to the RTA and short and medium term experts in order to contribute to the good progress of the Twinning Covenant
¨ Provision of linguistic assistance – Polish/English/Italian
4.2. Specific activities
¨ Management assistance (including standard office/secretarial activities)
¨ Organisation of meetings for RTA and/or other experts with Polish partners and/or authorities
¨ Consecutive interpretation (Polish-Italian, English-Italian and Italian-Polish) in informal or semi-formal meetings between Italian and Polish experts (not conference interpretation)
¨ Translation of documents from Polish into Italian and Italian into Polish
¨ Logistical administration, supervision and assessment of the work of professional translators and interpreters
¨ Preparation, organisation and support to missions of Italian experts in Poland
¨ Assistance to RTA and other Italian experts during missions out of the Warsaw office
¨ Establishing and maintaining on behalf of the project regular contacts with national and international experts, governmental and non-governmental organizations
¨ Assistance to RTA in relations with Polish public offices relevant for project activities
¨ Accompanying or representing the RTA in committees, working party meetings, workshops and seminars, including missions and field visits to Polish regions and local bodies
¨ Linguistic assistance with the Polish administration
¨ Taking minutes, preparing notes and summary records
¨ Research and preparation of summaries of documents
¨ Participation in the preparation of studies and documents in areas covered by the Twinning (i.e. research and information collection, analysis and summaries of data, monitoring of activities etc.)
¨ Drafting and editing of texts relevant to the project (newsletters, press releases, power point presentations, substantive documents) in English and Polish
¨ Contributing to the development of the Twinning communication strategy
5. LOGISTICS AND TIMING
5.1. Location
Warsaw. Some travel within Poland will be required
5.2. Duration
16 months (May 2007 – September 2008). The salary is based on a full working timetable of 40 hours for a five-day week. Specific daily working arrangements will be agreed during the assignment.
6. REQUIREMENTS
Compulsory requirements:
¨ A university degree in political sciences, economics, government, international relations, statistics, languages or other relevant specialisation
¨ At least one and preferably two or more years’ professional experience in management and administration tasks, preferably in an international office.
¨ Excellent spoken and written command of English and Italian
¨ Excellent drafting skills in English, acquired through studies or professional experience abroad
¨ Advanced computer skills, including a first-class command of Microsoft Word, Excel, Powerpoint and Outlook
¨ The Consultant has to be registered as an independent worker
Preferential qualifications:
¨ Problem-solving approach and readiness to work hard and flexibly as part of an international result-oriented team
¨ Experience in a national or international governmental agency or in international consultative processes
¨ Knowledge of issues related to Polish Local Authorities’ Finance
¨ Driving licence
The contract will be signed only after providing the CFCU with the following documents:
1. Registration of economic activity.
2. Certificate of identification number of economic activity (REGON).

8. MONITORING AND EVALUATION
The candidate will be confirmed in the post after a trial period of one month, if this trial period is satisfactory. Monitoring and evaluation of the work of the RTA’s assistant shall be carried out by the RTA and the Project Leader.

A short-list of at least three candidates for the post will be compiled on the basis of the curricula received. The candidates will be selected from the short list after an oral interview and a written test in English and Italian.
