The Twinning Project Albania on Civil Aviation has been kicked off

The project has been awarded by ENAC and aims at assisting the Albanian Civil Aviation in the implementation of the European regulations on safety.
The general objective of the project is to promote social and economic development of Albania, also through the updating of the standards on safety, in line with the framework of European regulations, as well as the improvement of skills of human resources on airworthiness, flight and grant operations, license management and reporting.
The activities began on 15 December 2010 when the Resident Twinning Advisor took office in Tirana, and will be pursued for 24 months during which the 8 experts chosen by ENAC will carry out in total 552 mission days to the Beneficiary Authority. The overall budget of the project amounts to 1 million euros.
The project consists in 6 components to be divided into the following macro-areas:

  1. analysis of the Albanian legislation
  2. review of the procedures
  3. organizational structures within the authority revised and improved
  4. analysis of training needs and provision of the training necessary for ensuring the project sustainability
  5. technical assistance for the implementation of safety standards
  6. diffusion of the results

Formez PA will assist ENAC and will deal with the technical and financial management of the project in the light of the consolidated experience on Twinning projects.
The following speakers took the floor during the conference: the Albanian Project Leader – Head of ACAA Ervin Mazniku, the Head of the European Union Delegation in Tirana Luigi Brusa, the General Manager of Enac Alessio Quaranta, the Italian Ambassador in Tirana Saba D’Elia, the Italian Project Leader – Deputy Manager of ENAC Eng. Benedetto Marasà, the Italian Resident Advisor Eng. Massimo Bandini and his Albanian counterpart Genci Resuli and the Head of the Department for Transport Policy of the Albania’s Ministry of Transport, Ervin Minaroli.
During the ceremony, the priority interest focussed on the positive outcome achieved by the project and the potential fruitfulness of the cooperation liaison between the two countries in the field of civil aviation.
The safety system implementation of the civil aviation is a priority and key theme for the development of the Albanian national air transport and a starting point which cannot be set aside in terms of its adjustment to the Community subject of merit.
