Good F.A.I.T.H. Project: Closing the Project Activities

On 5 November 2011, the period of activities of the project Good F.A.I.T.H. Fight Against Illicit Vehicle Traffic and Hit Notification System, funded by the 2007-2013 European Commission Programme “Prevention of and Fight Against Crime”, officially closed.
Owing to the European Commission financing, the closed project boasts a comparison with six different contexts of the European Union. This took place through the initial phase of study visits carried out in Latvia, Lithuania, Hungary, Slovakia, the Czech Republic, Sweden, as well as through the mission to Brussels of the Project Leader, Daniele Marcoaldi, Captain of the Carabinieri, for presenting the initial results at the conclusion of the first of the two international conferences.
The organization, subsequent to the study visits, of the two international conferences in Rome (June 2011 and October 2011) - the first realized with two experts on different themes per country and with the participation of about 90 experts from the sector; the second with an expert per country - involved in the process all countries of the EU area and the Schengen area. The aim was to collect further information and to start a debate about the various procedures/rules currently in force at national level.
During the first conference, the open debate allowed to tackle some suggestions of solution for the divergences between countries, namely with reference to the automatic transfer of warnings and to the access to data in the framework of what has been envisaged by article 102A of the Schengen Agreement; on repatriation of stolen vehicles found in a foreign country; as regards the homogenisation of vehicle purchase procedures.
During the second conference, the results so far achieved have been outlined and discussed with the delegates, on the possible working of the ICT application for limiting frauds in the phase of vehicle registration, possible recommendations to encourage the repatriation of stolen vehicles, as well as the harmonization of the procedures on purchase by taking into account the principle of “good faith” applied in most European countries.
A last comparison is in progress with some European partners already involved in the first phase of the recommendations definition, in which also a proposal for establishing a permanent European “Board” should be included for the purpose of controlling the developments related to the repatriation and purchase of vehicles according to the principle of “bona fide”.
At the closing of the definition and of the last phase of comparison, the reports will be finalized, so as to be submitted to the European Commission for the purpose of evaluating the final results of Good F.A.I.T.H..
