GHANA - Technical Assistance to Local Government Service

The overall objective of the project is to contribute to increased performance and quality of service delivery, with a particular focus on the effective provision of basic services like education, health, as well as water and sanitation at local level.
More specifically, the project intends:

  • To support the Local Government Service in developing, establishing and operationalizing an effective and ustainable organisational and human resource performance management system for Local Government in Ghana
  • To enhance the effectiveness of human resource management and performance management in the local
  • Government in general


  • Improving knowledge-basis on baseline of human resources strengths, profiles and capacities available at Regions and District level to further orient actions related to HRM
  • Comprehensive organisational performance management system to improve administrative practices and service delivery at local level
  • Performance-based HRM system
  • Set up of Human resources management Departments/Units in all administrative levels

The final beneficiaries are the civil servants from the Ministry of Finance and Economic Planning while target groups are the personnel of local governments in charge of service delivery
