OECD, Formez, the Public Administration Department and the Innovation and Technologies Department Have Organized an Internationa

“1st High level seminar on E-procurement” is the title of an international seminar which will be held in Naples on January 30th and 31st, 2006 in the ambit of the OCSE – UNDP under the initiative “Strengthening Good Governance for Development in Arab Countries”.
The seminar is organized in accordance with an Italian Goverment initiative and in particular with the contribution of the Public Administration Department and the Innovation and Technologies Department in order to support the activities promoted by the workgroup committed to the “E-government and Administrative Simplification” programme. Mr Mario Baccini, Minister of Public Administration, Mr Federico Basilica, Chief of the Public Administration Department, and Mr Carlo Flamment, Chairman of Formez will participate in the seminar.

Experts on e-government and administrative simplification from Arab and OECD countries will be present at the event in order to share their knowledge and know-how on practical aspects related for the implementation of an efficient e-procurement system.
The MENA countries which have been invited to the meeting are the following: Algeria, Saudi-Arabia, the Palestinian National Authority, Bahrain, Egypt, United Arab Emirates, Jordan, Iraq, Kuwait, Libanon, Lybia, Morocco, Oman, Qatar, Sudan, Syria, Tunisia, Yemen. During each session, regulatory and institutional aspects, organizational aspects, procedural simplification and re-engineering, development of competencies, implications of technology utilization as well as potential cooperation areas between countries will be analyzed.

The Italian experience on e-procurement will be outlined from all points of view including the technical contributions of experts from the Public Administration Department, the Innovation and Technologies Department, the Council Presidency, the Guarantor Authority of Competition and Market, Consip, Development Gateway Foundation, the World Bank and Formez.
Each session will focus on discussions, presentations and analysis of problems concerning the countries invited to the seminar. For this purpose an OECD questionnaire was sent to participants in order to provide an overview on the state-of-the-art process for e-procurement implementation.

C.A.I.MED. (Centre for Administrative Innovation in the Euro-Mediterranean Region) will present their experiences, studies and research on administrative and technological innovation between European and Mediterranean administrative systems.
