Institutional Modernization and Capacity Building have been the Goals of the Project sealed between Syria and Formez

The project “Institutional Modernization and Capacity Building” which concluded on July 28th, was promoted by a consortium under the leadership of Planet – Greece in collaboration with Formez for Italy and BECEOM for France. The project lasted for 2 years during which technical assistance and training were provided to the State Committee for Planning and the Ministries of Finance, Economy and Commerce identified as the key development agencies in Syria.
The general objective was to support the 3 economic agencies with the aim to lay the basis for economic development in Syria by strengthening the administrative and management capacities of executives and civil servants.
In this regard, 7 guide-lines were elaborated:

• Development of the top management
• Change in the organizational strategy
• Re-organization of structures
• Optimization of work processes
• Strengthening of the tasks for human resources development
• Enhancement of the tasks for human resources management
• Communications

Formez experts who were committed to the project, worked on the guide-line regarding the enhancement of the tasks for human resources management by producing handbooks and training activities. Formez also organized a study tour to Italy for a delegation of the State Committee for Planning who in Rome, met the Department for Public Administration, UVAL and Formez.
At the closing seminar, the Syrian beneficiaries of the project showed great appreciation for the work carried out by the European consortium and confirmed the commitment to pursue the collaboration which was undertaken during this occasion.
