The Sardinia Region meets the Polish Ministry of Finance on "Local Government Budget Management"
On September 29th, the President of the Region, Renato Soru, met a delegation of the Polish Ministry of Government Finance by the offices of the Regional Presidency in Cagliari (Italy). The visit of the representatives from the Polish government can be included in the framework of the Twinning project entitled “Local Government Budget Management System” which is financed by the European Union.
The project has been developed as a partnership between Italy and Poland and aims at the sharing of information and experiences in the sector of management and control of local finance.
“To receive the visit of such a high-profile delegation from the Polish Government – President Soru said – is a legitimate reason for satisfaction for the Sardinia Region. Above all, because the delegates are here to learn from our experience as an Autonomous Region with Special Status in the relationship with the State. As we have pursued the objective of re-balancing the regional income, they are interested in the way we defend and broaden our spheres of autonomy, namely how we have decentralised powers and resources to local entities”.
Sardinia was identified as an example of best practices for its capacity to reduce the budget deficit, to curb unproductive expenses, to guide-line the expenditure from current productions towards investments and to carry out the first effective experimentation of fiscal federalism in Italy by means of tax disputes.
During the meeting in which President Soru as well as the Councillor for Planning, Mr Eliseo Secci and the Councillor for General Affairs, Mr Massimo Dadea, faced topics related to fiscal federalism, internal federalism, management of budget and income in a region with Special Status, were considered of extreme interest by the Polish delegates.
A technical meeting between the Polish delegates and the representatives from the Regional Council for Planning was planned, so as to analyse in depth the topics which were dealt with during this meeting.
