Twinning Tunisia: Training on Organization of Human Resources and Management by Objectives

From October 20th to 22nd 2008 in Tunis by CGDR, the General Regional Development Commission, Ms Lucia Santuccione and Mr Alberto Costa, Formez experts, held a training workshop on “Management Instruments and Management by Objectives”.
Training is included in the framework of the Administrative Twinning Project “Renforcement des capacités des Organismes de Développement Régional en matière de promotion de l'investissement privé (Institutional Building of Regional Development Agencies for the Promotion of Private Investment) aimed at strengthening the capacity of the Tunisian Regional Development Bodies (ODR) in their role of catalysts of local economic development, with particular reference to the promotion of private investment.
The Twinning project which is included in P3A, Support Programme to the Association Agreement agreed upon by the Tunisian government with the European Union, was realized by an Italian-French consortium in which Formez and the French DIACT (Délégation Interministérielle à l’Aménagement et à la Compétitivité des Territoires) as well as the Regions of Sicily, Piemonte and Veneto, the Institute for Industrial Promotion and Acel in partnership with the Tunisian Ministry for Development and International Cooperation, took part.
The training course held by the two Formez experts, is included in component A of the project which is dedicated to the management of ODR human resources and concerns activity line A4: Assistance à la mise en œuvre de la technique de gestion POG/POA (Assistance to the Implementation of the Management Technique of Global and Annual Operational Programming). This was followed by another training intervention by a DIACT expert with the focus on the same theme, which was held by CGDR in the main city in South East Tunisia in June 2008.
In reply to the needs expressed by the beneficiaries in loco, training concentrated on management techniques and project and programme assessment as well as management techniques and assessment of human resource performance.
Along the path of training/technical assistance, the introduction of theoretical models was followed by the application of MBO instruments to the normal CGDR planning activity; the adoption of the management techniques will be tested through classroom assessment by Formez experts in the next two months.
In November 2008, experimentation will be extended to the Office de Développement du Nord Ouest in Siliana and the Office de Développement du Centre Ouest in Kasserine, and will conclude at the end of January 2008.
