Twinning Tunisia: Training for Civil Servants on Management by Objectives and Human Resource Assessment
From November 12th to 14th 2008 in Kairouan, Formez experts carried out activities of technical assistance and training at the Office de Développement du Centre-Ouest (ODCO) and du Nord-Ouest (ODNO). 10 representatives among whom Executives and Top Managers, participated in the works. The activity has been included in the project Twinning Tunisia TU06/AA/FI/11 “Institutional Building of Regional Development Agencies for the Promotion of Private Investment” aiming at strengthening the Tunisian Regional Development Bodies (ODR) capacities in their role of local economic development catalyst.
The project has been realized through an Italian-French consortium in which Formez, the Délégation Interministérielle à l’Aménagement et à la Compétitivité des Territoires, the Sicily, Piemonte and Veneto regions as well as the Institute for Industrial Promotion and Acel, in partnership with the Tunisian Ministry for Development and International Cooperation, took part. The training session has been foreseen by Component A of the project which is dedicated to ODR human resource development concerning activity A4 line for the implementation of the management technique of Operational, Global and Annual Planning.
Training focussed on planning, management and assessment of programs and projects as well as techniques of assessment of human resource performance. During the session regarding Project Cycle Management, the theoretical models were outlined parallel to a session dedicated to the actual application of Management by Objectives instruments. In particular, the beneficiaries of the activities received assistance in the utilization of the planning techniques and instruments which are normally used at European level, in order to evolve from planning methods which are structured on objectives, to planning methods which integrate performance objectives.
The Community programme of cross-border cooperation in the Mediterranean is to be considered as a case study of the application of the methods proposed by the European Commission. The capacity acquired for the adoption of planning and management techniques will be tested in the following months by applying planning and management instruments to the annual planning concerning the two bodies. With regard to the techniques of human resource assessment and management, on one hand the key models and theoretical elements related to the participatory process of objective identification and performance assessment have been submitted, on the other the actual application of the models by Formez has been examined in dept, thus providing the beneficiaries with the mostly used technical instruments.
