Seminar on “Enhancing the Mobility of Researchers: EU Initiatives, Experiences in Other Countries”

The seminar falls under the activities which the Italian partnership (established by the Italian Ministry for University and Scientific Research (MIUR), University of Tor Vergata – Scientific Park and Formez) is carrying out to the Bulgarian Ministry of Education and Sciences (MES) with particular reference to component 2 “Implementation of Directive 2005/ 71 (EC) of 12 October  2005 on specific procedures to allow access to researchers from Third Countries”.
The seminar involved CNR, CRUI and Sincrotrone Trieste experts under the coordination of Formez which deals with the Technical Secretariat of the project.
After an introductory speech held by the two Project Leaders, namely Ms Maria Uccellatore (MIUR) and Ms Albena Voutsova (MES), the team of experts reported various experiences in the application of Directive 2005/71 (EC) of 12 October 2005 in Europe and particular relevance was given to the methods for acknowledging the directive in Italy and to the way in which research institutes are organized to attract Third Countries’ researchers, as well as to the difficulties encountered under acknowledgement.
The speakers took the floor in the following order: Mr Luca Moretti reported CNR experiences on mobility strategies for researchers and focussed on the different aspects regarding a bilateral agreement to be sealed with the Bulgarian Academy of Science; Ms Natalia Paganelli from CRUI outlined the Community strategy on researchers’ mobility and the Italian experiences about how the European Directive on “Researchers’ Package”, ”European Charter” and “Code of Conduct” on researchers recruitment was applied; Mr Andrea Crivelli (Sincrotrone Trieste/MIUR) presented an overview on researchers’ career with regard to the legal framework, fiscal incentives, taxation and social security, collective labour contracts as well as the experiences gained by other European countries; Mr Stefano Ciccone (Scientific Park - UTV) spoke about the attraction of Third Countries' researchers in Small and Medium Enterprises.
The seminar aroused positive response but it is to be considered in a broader framework of training/assistance activities under which the Italian experts provide assistance to the Bulgarian Ministry on the application of the Community directive and of the procedures for allowing access to researchers from Third Countries.
