Medium-term objectives:

  • Strengthening MRDPW structures at central level in order to achieve sound and efficient management of EU Structural and Cohesion Funds upon accession
  • Preparing the Bulgarian regional authorities for the effective implementation of regional development programmes, thus ensuring more transparent involvement of the regions in programming, implementation, monitoring and evaluation of EU assistance
  • Development of sound and effective co-ordination between the central and regional institutions in order to facilitate the absorption of future funding under EU Structural and Cohesion Funds

 
Actions:

  •  Identification of the operational procedures both at central and regional level, definition of roles and tasks and related coordination methods
  • Finalization of the Regional Operational Programme and Programme Complement
  • Creation of effective project pipeline management arrangements
  • Setting up and functioning of appropriate monitoring and evaluation mechanisms, including a system of monitoring and evaluation indicators
  • Effective implementation of financial management and control systems
  • Acquisition of the Regional Development Councils and regional stakeholders with competencies on the Structural Funds on the part of the MRDPW and involvement of the regions in the national planning process
