BULGARIA - Setting up a Coherent System for the SF and the CF

 
Medium-term objectives:

Strengthening the competencies of the Management of European Union Funds Directorate and the National Fund Directorate, as future Managing and Payment Authorities.
Actions:

• Creating systems which are appropriate for planning, coordinating, managing, monitoring and controlling the interventions to be realized with the Structural Funds and the Cohesion Fund
• Strengthening the competencies and capacities of the future Managing and Payment Authority of the CSF and the Cohesion Fund, in order to meet Community regulations on coordination, planning, management, monitoring, evaluation and control
• Creating structures and procedures for assigning responsibilities to the CSP Managing Authority and the Cohesion Fund and other bodies involved
• Defining a monitoring system
• Defining a structure for assigning responsibilities and financial flows to the Payment and Managing Authorities of the operational programmes, the Payment Authorities as well as the Payment Authorities of Intermediary Bodies for the Cohesion Fund
