Medium-term Objectives:

  • Fulfilling all the required conditions regarding the legal framework, institutional organisation and job qualifications for the national institutions involved in the protection of competition and state aid control in order to allow them to correctly apply anti-trust and state aid laws and to prepare them for their operation as future MS institutions at the date of accession
  • Promoting competition and state aid laws and disciplines that must be observed by state institutions, market operators and the legal environment not only after accession date, but also before accession date to a large extent, according to the obligations under the Europe Agreement and the negotiation process

Actions:

  • Romanian legislative framework to be fully harmonized with the acquis communautaire
  • Administrative capacity of the Competition Council (and national courts concerning the enforcement of competition rules) to be adapted and prepared to work according to EU requirements in terms of internal organization, job profiles and a data base for the efficient application of competition rules, qualified training of competition experts, qualitative decision making processes and improved activities to support rule enforcement
  • Improvement of the antitrust enforcement record of the Romanian Competition Council, including the quality of decisions, in economic and legal terms
