RUSSIAN FEDERATION - REGIONAL REFORM CAPACITY BUILDING

 
Medium-term objectives:
 
The medium-term objectives aim to support the core regional reform process in progress in the Russian Federation by transferring the know-how and methods necessary for the creation and implementation of regional development policies for the civil servants involved in the project.

Actions:

• Transfer of know-how related to theoretic knowledge and to the practical management of Structural Funds
• Analysis and diffusion of best practices in the European Union aimed at reducing regional disequilibrium
• Creation and coordination of a work group to study the most appropriate financial incentives for Russia
• Preparation and realization of study visits to the member states involved in the project
• Improvement of the capacities of civil servants in the elaboration of legal texts for the regional authorities in compliance with the Russian legislative framework
